Sir,
Referring to Your Excellency's Despatch No. 90 (3654/07) of the 28th ultimo, I have the honour to enclose herewith copy of a despatch from the Viceroy to the effect that the newspaper extracts forwarded by you are not all accurate, that Taotai Wan Ho, though he requested that investigation should be made with a view to the suppression of kidnapping, did not concern himself with matters pertaining to the Hongkong Government upon whose authority he has not encroached.
I return, herewith, the Chinese texts forwarded by Your Excellency.
